The rule in the canton of Schaffhausen
The same principle applies throughout Switzerland: buildings and structures may only be erected or altered with an official permit (Art. 22 Spatial Planning Act). Cantons may exempt minor projects – typically very small, uninhabited outbuildings such as tool sheds. The exact limits are set out in the cantonal building act and its ordinance (see sources) and may be supplemented by municipal rules.
What this means for your sauna
A sauna is a heated building where people spend time, with a heater and often a chimney. Based on our research, it usually doesn't fall under the exemptions for minor buildings. Check with your municipal building office before you buy.
In Schaffhausen the permit requirement is governed exclusively by cantonal law (Art. 54 Building Act); exempt projects are listed in the implementing ordinance.
Procedure and responsible authority
The responsible authority is usually your municipality. Many cantons have a simplified procedure (notification) for minor projects; otherwise the ordinary procedure with public notice applies.
